An important criterion in the design of SEGEC and of its service portfolio has been to avoid duplication of existing and planned activity to ensure that it wholly complements the activities of existing organisations and initiatives.
Given its proposed role as a catalyst for encouraging activity at various levels, SEGEC will build and maintain close working relationships with a variety of partners, to include:
- the EC and appropriate Directorates General with relevant remits in science, innovation and energy. These will be key relationships in ensuring that SEGEC can exert influence on developments, as well as maintaining a high degree of awareness of the wider policy and funding environment;
- the Scottish Governmnet and key UK central government departments such as BERR, who have an important role in shaping policy and in the allocation of research funding;
- the enterprise networks, primarily Scottish Enterprise (through its Energy Team) and Highlands & Islands Enterprise (HIE). These relationships will be essential to ensuring complementarily in any activity to encourage commercial activity by Scottish based organisation, and to sharing information on general sector developments, constraints and support needs;
- existing green and renewable energy representative organisations and initiatives, such as the Energy Technology Partnership Scotland, and Scottish Renewables. Close working relationships with bodies such as these will be essential to enable SEGEC to reach its target markets for some services; and
- university commercialisation offices, Interface and other knowledge transfer initiatives, which might be able to assist in the identification of research or commercialisation partners.
While building and maintaining partnerships can be expensive and time-consuming, it is essential in the current context if SEGEC is to add value and to make a distinctive and valuable contribution. To this end, SEGEC will also give serious consideration as to how it can make best use of partners' capacity and expertise in service development and delivery, with an option being to "sub-contract" elements of its service portfolio to partner organisations where these are considered best placed to play a role.
